Good strategic planning is fundamental to a modern, effective public sector. However, strategic planning methods are often introduced from the private sector without considering the different requirements of the public sector. The focus of this workshop will be on helping participants develop a practical strategic planning approach that they can immediately apply and which will work in any part of the public sector. The workshop will take participants beyond just producing a normal ‘text and table’ strategic plan (although it will be shown how such a plan can be produced) to a new way of working. In this innovative approach, a visual ‘outcomes model strategic plan’ is used as the basis for strategic planning. Work done on building this model within the strategic planning process can then be reused within a range of different organizational functions (e.g. performance measurement, outcomes-focused contracting etc.).
WHO SHOULD ATTEND
All public sector managers – including those from Central government, Local Government and Public Corporation Managers – who have to either undertake or use strategic plans in the public sector.
WORKSHOP OBJECTIVE
The objective of the workshop is to empower participants to undertake better strategic planning. It will do this by providing them with the knowledge and skills necessary to do strategic planning which is robust enough to deal with the complexity of strategic planning within the modern rapidly changing public sector.

Examples and case studies drawn from a range of different public sector organizations and programs will be used in the workshop. The course will be based around a new approach to public sector strategic planning which uses a strategic plan based on a visual outcomes model (Systematic Outcomes Management / Easy Outcomes). This approach lets you identify all of the elements you traditionally do in strategic planning (e.g. vision, mission, strategies and priorities). However, it also lets you integrate and align your public sector strategic planning work with other organizational functions (e.g. performance management, evaluation, outcomes-focused contracting etc).
MEET THE PUBLIC SECTOR STRATEGIC PLANNING EXPERT
Dr Paul Duignan is an outcomes, strategic planning and evaluation expert with extensive experience in the public sector. His PhD focused on a sector-wide framework for identifying and evaluating outcomes. He has been involved in hands-on strategic planning, outcomes and evaluation work in most public sector areas including: welfare, children and young people, health, defense, arts and culture, employment, transport, conservation, environment, disabilities, mental health, community development, broadcasting, housing, agriculture and forestry, social policy, business development, women’s affairs, research science and technology, police, justice, corrections, local government, food safety, and customs.
He has extensive experience in identifying outcomes in public sector strategic planning processes and using these for reporting and communication with top-level public sector decision-makers. In addition to involvement in actual public sector strategic planning and outcomes work with individual government departments, he has been involved at the national level in public sector strategic planning and outcomes management issues. For instance, he was asked by the New Zealand Treasury to undertake a technical review of all of the official strategic planning documents of all New Zealand government departments.
He has advised international organizations such as the International Monetary Fund and the Asian Development Bank on outcomes and evaluation issues. He has won international awards for his work in evaluation and was the NZ Fulbright Senior Scholar in 2005, based at the Urban Institute in Washington, D.C. Dr Duignan writes, presents and runs workshops nationally and internationally. He has developed an innovative approach to public sector strategic planning and outcomes work using a strategic plan based on a visual outcomes model (the Systematic Outcomes Management / Easy Outcomes approach). He is also involved in developing software and other practical tools to help in public sector strategic planning (e.g. DoView outcomes software). He is an experienced, skilled and entertaining workshop presenter.
